According to reports out of top Chinese mainstream news outlets, the RAND Corporation recently presented a shocking proposal to the Pentagon in which it lobbied for a war to be started with a major foreign power in an attempt to stimulate the American economy and prevent a recession.
A fierce debate has now ensued in China about who that foreign power may be, with China itself as well as Russia and even Japan suspected to be the targets of aggression.
The reports cite French media news sources as having uncovered the proposal, in which RAND suggested that the $700 billion dollars that has been earmarked to bailout Wall Street and failing banks instead be used to finance a new war which would in turn re-invigorate the flagging stock markets.
The RAND Corporation is a notoriously powerful NGO with deep ties to the U.S. military-industrial complex as well as interlocking connections with the Ford, Rockefeller, and Carnegie foundations.
Current directors of RAND include Frank Charles Carlucci III, former Defense Secretary and Deputy Director of the CIA, Ronald L. Olson, Council on Foreign Relations luminary and former Secretary of Labor, and Carl Bildt, top Bilderberg member and former Swedish Prime Minister.
Carlucci was chairman of the Carlyle Group from 1989-2005 and oversaw gargantuan profits the defense contractor made in the aftermath of 9/11 following the invasion of Afghanistan. The Carlyle Group has also received investment money from the Bin Laden family.
Reportedly, the RAND proposal brazenly urged that a new war could be launched to benefit the economy, but stressed that the target country would have to be a major influential power, and not a smaller country on the scale of Afghanistan or Iraq.
The reports have prompted a surge of public debate and tension in China about the possibility that a new global conflict is on the horizon.
China’s biggest media outlet, Sohu.com, speculated that the target of the new war would probably be China or Russia, but that it could also be Iran or another middle eastern country. Japan was also mentioned as a potential target for the reason that Japan holds the most U.S. debt.
North Korea was considered as a target but ruled out because the scale of such a war would not be large enough for RAND’s requirements.
The reported RAND proposal dovetails with recent comments made by Joe Biden, Colin Powell, Madeleine Albright and others, concerning the “guarantee” that Barack Obama will face a major “international crisis” soon after taking office.
It also arrives following a warning from Michael Bayer, chairman of a key Pentagon advisory panel, who echoed the statement that the next administration will face an international crisis within months of taking office.
One would hope that good people, or at least sane people who don’t wish to start a global nuclear war, will oppose the RAND proposal, such as top the military generals who threatened to quit if Bush ordered an attack on Iran. Admiral William Fallon, the head of US Central Command, quit in March last year as a result of his opposition to Bush administration policy on Iran.

for 911 in the first place. I have always thought that Israel was not the only reason, although the main reason for 911. Remember when Bush told the US citizens to spend, spend, spend after 911. Although the controlled press was quiet about it, our economy was in trouble then. Greenspan took the interest rates down to 1% after that and inflated the housing bubble. I guess they bought themselved a little time after the collapse of Long Term Capital Management and the bursting of the dot.com bubble. what's going on in the east of the DRC (Congo) where so called rebels have captured Goma the capital of the eastern province which is rich in minerals. I have a suggestion for the US governemt , instead of making war on overseas powers why not make war on the US population ?
Already there is an unofficial war on the US civilians : for example the patriot act , the effect of the globalization on the middle class , the economy emploding , unemployed people , homeless people etc .
Why does'nt the governent destroys one or more of their cities and then re-build it ? Note use depleted uranium on US soil it is more effective there ! Do not involve the rest of the world with disaster capitalism . use it for yourselves ! I would suggest to start with Washington ....

I recall reading something by, I think, the US State Dept. in the mid 1990's, which stressed how important it was to convince other countries that the US leadership was irrational and impulsive, reckless and dangerous etc.
The article states that the original report of this came out of Sakozyland. How did French media get the scoop?
Military conflict with China, or Russia? Is the US War Party seriously considering this? It is more likely a "terror" tactic. The US seems to be saying, "be afraid of us, don't do things contrary to our interests", as it implodes.
Wasn't it the obscene war expenditures that left the US public broke in the first place, by the way? Long-distance wars over a long period of time? "All War, All the Time".

not surprising if false. who didn't foresee the "war to promote terror" is a central asian land-grab, battle of the failing US empire vs. rising Chinese? an east vs. west war is the natural result of the insane logic

1. who is the perpetrator of the disinformation stunt
2. what is the motive
3. what is the goal of it

That's exactly the point.
Dumping the dollar by major powers is a death sentence for the US empire (for Israel, too).
USA may risk a war to save itself. Without the dollar being a reserve currency USA is a nobody.
China can destroy the US currency in a matter of months just by dumping their dollar assets..

History teaches us, that the US cannot simply go to war,
if their government wants to.
They need some kind of excuse, even if it is a fabricated
one. Some 'Gulf of Tonkin' incident, or some 9/11 desaster
or such, or at least some grave international crisis.
If a democrat gets US President, the threshold level will
even be higher.
Time is running out for the US warmongerers, after the election
day on Nov 4th, President Bush has only two months left in power,
until January 2009.
This is too short a time for a full blown US invasion of Iran.
Even for an aerial bombing campaign it is too short.
War preparations should already have started, but there are
no signs of preparation visible yet.
From this I conclude, there will be no US bombing of Iran.
The US have lost a valuable good in Iraq: they have lost
credibility. Whatever they're planning against Iran, whatever
incident the try to fabricate, for the World public opinion it
will always be a 'deja vu' experience.
People will say 'fool me twice', and that's it. Under such
circumstances it is useless to fabricate a 'grave incident',
as it doesn't serve the purpose anymore to disguise the
true intentions of the US government behind the smoke
screen.

Well, sure, I agree with that. My point was only that this particular info being reported feels more like psych. warfare than truth. The idea that RAND dialed-up the Fistagon saying "hey, can we get a war started with a major power for the sake of saving the economy" sounds a bit far-fetched.
China is, I think, in full Sun Tzu-mode, wherein it is "best to win without fighting." Alot of people here condemn China for being the buyers/owners of so much US-debt, but how much more vulnerable would China be without it? It puts China in a position of strength, not weakness. "Possess that which cannot be attacked" said Tzu.
Little Helper articulates the inability, at this point in history, of the US to fabricate and/or provoke. Very important. Most of the rest of the world is too wise, in respect to US duplicity, today. The desperation on the part of the US is there, but how do they make it happen?
Bush/Cheney et al, at this point have very little support within the US military I think, and are reduced to being dependent upon CIA/private intel-type of treachery to make things happen. Or the very cowardly hit-kill-run operations of late against Syrian/Pakistani citizens. Major war would depend upon a target-country swallowing some kind of bait, which is not likely.
Expanded war will solve nothing for the US.

Recall that the Pentagon is busy with it's "avian flu vaccine" program.
Perhaps at this point an avian flu pandemic is a more attractive crisis/distraction than is WWIII.
